People are clueless because they've shown a disinterest in learning about a certain topic which makes them clueless about that subject. Or they just don't pay any attention to the world around them.
ANSWER:
1. You can't give someone who is 'clueless' a clue. It wouldn't do any good because they are clueless. Clueless means 'without a clue'. If they had a clue, they wouldn't be clueless.
