Was hurricane fay ever a hurricane?

No, Fay stayed at Tropical Storm status all of the time it was in Florida. However, after every hurricane season, the National Hurricane Center looks back on the year and looks into the storms with more detail, such as whether they've missed a storm, or in Fay's case, was stronger than what everyone thought. After the hurricane season, Fay could be upgraded from a TS to a Hurricane.
