You can but you need to have a learners permit and the adult that is driving with you must be 21+ with a vaild lisence.
In some states you have to be 16 to get a permit.
In Florida where I live you need to be 15 && you have to take a 4 hour long drug && alcohol test. Then must take a Road Rules and Road Signs test.
