There is not a lot of demand for a cruise from Peruto Rico to Miami because the itinerary would be too short to make it profitable for any major cruise line. You may find some of the smaller "booze cruises" take on this itinerary.
If the vessels are foreign-flagged, an act of Congress called the "Jones' Act" would prevent them from making the voyage direct without touching a foreign port such as Bahamas or Mexico, first.
