Well i'd say there is a good chance, after watching the anime street fighter alpha generations.

Akuma is the reprobate brother of Ryu and Ken's master, though Akuma changed his name. He did this because he hated his brother for his weak teachings and because of the fact that the brothers had very similar names.

That is why Akuma wanted to fight Ryu in the graphic novel/manga, because Ryu to Akuma was his brother's best student, and Akuma wanted to prove to his brother's best pupil that his brother's teachings were weak and therefore, Ryu was weak. Akuma thought that this was his duty to martial arts as Akuma was the master of the instant death move, which was forbidden by his late brother, and Akuma viewed himself as the world's top martial artist, as his brother, his only rival, was already dead.
