Yes, as long as there is an adult over the age of 21, anyone can ride with you. the driver must have have their license in that state for atleast one year before it is legal and also be 21 years old and in the front passenger seat

On the back of my Florida Learner's Permit it says that the person in the front passenger seat closest to the driver MUST BE 21 YEARS OF AGE AND have a valid driver's license AND not be probationary (or whatever the person above said). So, EVERYONE above is correct, except for the person that said everyone was wrong.
