That is only on possible reason, and without any other indication, I (speaking as a guy) would advise you not to get your hopes up. It is possible, and I'm not proud of this fact of guydom, he likes looking at you without any interest in you beyond the surface. If he's not making some eye contact or some attempt, however clumsy, to communicate or interact, staring is probably not a good sign.

Being actively annoying would give you something better to go on. Guys annoy one another in show of friendship. It doesn't work the same for a girl, but we usually don't realize that.

To a girl, I think that well don't get your hopes up. For me a guy stared at me alot one time too and it turned out he didn't like me. He thought I was to pushy.... It hurt... But you never know I mean there are two sides to ever silver dollar right?
