Polish yourself up. You don't have to run out and have a two hundred dollar makeover or have your hair permed. Wash your hair, condition it well, let it dry and brush it well. Try pinning it back simply or leaving it loose. No jagged ends sticking out. No heavy gels or extreme styles. Let it shine naturally, keep the style simple.
There are tons of sites explaining how to neaten and groom eyebrows online, start doing searches. Trim and at least buff your nails. Use a moisturizer on your skin, even if it's only a couple of drops of olive oil (an excellent moisturizer for skin, hair and fingernails). You don't have to run out and buy a million "products" that are nothing but chemical nightmares with a high price tag.
As for clothing, look through what you have. Wear neat and clean clothes that flatter your figure. This doesn't mean skin-tight. Lots of people think "feminine" means anatomically revealing. Your clothing should compliment your figure, but not show every lump, bump and fold. Light and clear colours are good for a feminine appearance, but a lot depends on what colours are flattering to you. Black is fine for effect, but avoid entire black outfits. T-shirts with extreme symbolism or logos aren't a good idea. Keep shoes streamlined, not clunky. Think lighter when trying to achieve a feminine effect. There is nothing feminine about shoes that look like they should be on the feet of a Marine or Mammy Yoakum.
Choose accessories that are feminine, but still in keeping with your personality. You might consider jewelry with some sparkle or that is delicate in style, though people with larger frames look best in bolder styles. Instead of a backpack, try a shoulderbag or handbag (backpacks make people slump very unattractively.) Think about achieving a pulled together appearance, where your accessories match each other, or come close.
Of course, the ultimate in feminine dressing are the traditional feminine clothing styles, the skirt, the dress and the skirted suit. Many women these days have never worn these garments, having grown up in jeans and pants. Jeans and pants can be made feminine with the addition of a more feminine top - again, concentrating on lighter, brighter colours or a flattering cut. Remember, certain garments were traditionally cut for men - jeans, overalls, t-shirts, blazers. If you aren't careful in selecting your style in these items, you can end up looking quite "boxy". There are t-shirts and jeans made to fit women's curves now, and they are to be recommended if you're trying to look feminine.
Get some very feminine underwear. Even if you're not ready to try dresses and skirts just yet, having a lacy pastel pair of panties or a beautiful embroidered bra on will make you feel feminine!
Comportment has a lot to do with femininity. If you were raised in jeans and pants, and have carried a backpack around for years, it may be that you haven't picked up on the little details of comportment that label a woman as being feminine. Don't sit like a frog, with your legs splayed out, even if you are wearing pants and "nothing shows". Cross your legs at your ankles. Stand up straight and raise your chest just slightly, as if you were a ballerina or gymnast. Don't clomp along when you walk, have a bit of spring in your step. Try to walk so that your footfalls don't make noise (not possible in high heels!). Keep your gestures subtle and graceful. Take up a form of exercise that will help you with flexibility, balance and grace. Avoid speaking in shrill or loud tones, keep your voice firm, pleasant and controlled. If you wave your arms around, clump when you walk, sprawl in a chair and swear like a sailor, no-one is going to think you're feminine, even if you're wearing a beautiful evening gown.
Femininity becomes a style, and can be tailored in ways to suit any woman. Not everyone wants to wear pink and take an hour doing their hair, and these are not essential to being feminine. Many women are more comfortable in pants - this does not mean that they can't be feminine. There are plenty of women out there who wear skirts who come across as unfeminine, ungainly clumps. It's a matter of how you project yourself. Take a look at some old movies, and watch how the women in them move and speak - Elizabeth Taylor, Grace Kelly, Katherine Hepburn. Those are three women with distinctly different styles, but who were all very feminine.

To be feminine - its a style. You shouldn't hide who you are to fit the norm. If you are a tomboy then dress in cute tracksuits that is WELL FITTED and shows off your curves. (lululemon has some cute track pants) To be feminine theres more than dressing up in pink. Although pink is very well known to be a feminine colour - experiment! Try to wear to wear colours that go with your skin tone (Pastel colours are really girly in the spring). Try to shop in feminine Boutiques and buy a few sundresses. BE WELL GROOMED - get your nails done, get your eyebrows shaped etc. Don't be someone who your not.
